Autonomy Does Not Reduce Pressure by Default

Autonomy is widely associated with higher motivation, engagement, and wellbeing. The common assumption is that giving people more control over their work lets them organise tasks more effectively and align their efforts with their own preferences. That assumption isn't wrong, but the real impact of autonomy depends heavily on how it is structured within the organisation. Autonomy on its own is not a benefit; it's a variable whose effect depends on the conditions around it.


The Core Problem

In many cases, autonomy is introduced into workplace environments that aren't prepared to support it. These environments are typically characterised by:

  • Insufficient clarity — no clear boundaries, priorities, or decision criteria

  • Continuous interpretation — employees must constantly guess at what's expected of them

  • Constant trade-offs — competing demands with no guidance on how to weigh them


In this kind of environment, autonomy doesn't remove the need for structure, it just shifts the burden of creating that structure onto the individual. Instead of following defined processes, workers must make all the decisions themselves. As a result, introducing autonomy doesn't reduce the pressure workers are under, it often relocates it.


Why Autonomy Amplifies Pressure in Complex Environments

Complex environments are demanding on their own. Add autonomy to a workplace that isn't ready for it, and the demands compound rather than ease.


  • High and competing demands + autonomy require constant decision-making, what to prioritise, what to delay, and how to allocate limited time and attention. This constant weighing of options increases cognitive load and can lead to decision fatigue.


  • High and implicit performance expectations + autonomy create an expectation to deliver without clear constraints. When expectations aren't explicitly communicated, this often results in overcommitment and difficulty disengaging from work.


  • High workload + autonomy especially without clear boundaries, encourages work to expand and fill whatever capacity is available, as people try to manage competing demands on their own terms. This shows up as longer working hours and staying cognitively "switched on" well beyond formal work periods.


Over time, this combination erodes recovery time and contributes to sustained stress. Autonomy is not inherently beneficial; its effects depend entirely on the conditions surrounding it. Without structure, autonomy stops being a resource and becomes a source of pressure.


What Makes Autonomy Work

Autonomy supports wellbeing and performance when it's paired with structure, not restricted, but scaffolded. To realise its benefits, organisations need to design autonomy deliberately, and answer a specific set of questions clearly enough that workers don't have to guess:

  • What decisions can individuals actually make?

  • What constraints apply to workers, and do they differ by role?

  • What are the priorities, and how are they determined?

  • Is the workload compatible with the level of autonomy being granted?


That last question matters more than it might seem: excessive demands limit people's ability to exercise autonomy effectively, no matter how much control they're formally given.


Clear priorities, defined decision boundaries, and consistent expectations reduce uncertainty and let people actually use their autonomy. Under these conditions, autonomy increases people's sense of control without adding to their cognitive burden. Getting there requires an active, ongoing effort since autonomy has to be treated as a structured element of work design, not a policy that runs itself.


Autonomy Belongs in Work Design, Not as an Afterthought


Autonomy is more than a generic principle to declare and walk away from. To capture the engagement, satisfaction, and wellbeing gains it can offer, organisations need to build the surrounding workplace environment around it, clear boundaries, explicit priorities, and workloads that are actually compatible with the freedom being granted.


When autonomy is paired with clear expectations and manageable demands, it supports both performance and wellbeing. When it's left undefined, it tends to increase complexity and strain instead. The difference isn't whether autonomy is present — it's whether it was designed.
